Use Workspace Name (instead of identifier) for email notifications

The workspaces in our meshStack do not have speaking identifiers. That means, that workspace owners and managers always have to log into meshStack to find out which resources are meant in notifications.
Especially for Budget Alerts workspace owners that are not closely involved with their project are receiving an alert without context out of the blue which leads to questions for the cloud foundation team.
