I have a few questions around your request:

Who would to the actual moving of projects, partner users or customer users?
Why is there a need for moving projects? Did something change in the business that requires a move of ownership? I would love to know more background information.

here is my reply to your questions:

I see the requirement for both. The customer should only be able to do this if he is owner of both accounts.
It depends on our business structure. Sometimes projects has to move in case of responsibility. E.g. an IT-Projects starts with different mesh projects, one of these projects has to move from development to production and operation. Now you need a different mesh customer. Best example is our Cloud Portal.
