Let Partner Admins manager Workspace Owners

As a Partner Admin I want be able to manage Workspace Owners in order to clean up orphaned workspaces.
A partner admin should be able to override workspace IAM settings. However, "add myself to workspace" adds myself with the "Workspace manager" role to a workspace so that he is not able to add/remove Workspace Owners.
I am aware of the workaround by adding a Workspace Owner via API. However this call would fail if there are already 2 workspace owners assigned. And with the API call it is not possible, to remove the Workspace Owner.

Thomas, thanks a lot for writing it down! Since we discussed this last week, I have just one question:
How do you understand when a Workspace becomes orphaned and how often it happens in the year?

Polina Sadykova We have some jobs which are regularily triggered and which require internal employees as workspace owner. So if Entra ID/meshstack Workspace API return no valid users, we get an error.
The frequency is about 1 workspace/3 months
