As a FinOps Team I would like to tracke changed and updates on Payment Methods in meshStack similar to other meshObject Event logs.

As a Cloud Foundation I must ensure to track and document changes for all activities in meshStack.

This also includes updates on the Payment Methods.

It should be documented (e.g. as Event Logs) if:

Tags on Payment Methods are changed
Amount for Budget Payment Methods are changed
if the expiration dates are updated
if notification are send based on the expiration dates or consumption thresholds.
