When creating tags, it's already possible to enable the tag for replication. However, tags need to be explicitly configured via meshStack configuration model for inclusion in chargeback statements.

A "enable tag in chargeback statements" checkbox on the tag configuration that replaces this would make self-service for this feature possible.
