Always show the catalog on first screen of workspace

By default, meshStack version v2024.15.0 and onward shows the catalog for workspaces without a project.
However, in the case of personal workspaces, a project is already created before users log into the workspace for the first time.
In general, showing the catalog somewhere on the first screen of a workspace is common among cloud portals.

Let the people choose what the first screen of a workspace should be. meshStack is not a public cloud platform, it's a management tool for cloud access. I don't see that the main purpose of mestStack is to offer cloud services like a marketplace.
