Allow partner admins to delete a customer

As of now, partner admins do not have the right to delete a customer from the admin area.
This is especially problematic for customers that already have a customer owner and that person is unreachable.
Providing a partner admin with the possibility to delete a customer will give them the necessary control over their clouds.

In our case we manage all meshCustomers centrally (sync'ed from a central database through the API), so even the customer owner should not delete the meshCustomer; only the Partner Admin or by the sync (API) ...
That might be a special use-case, but allowing the Partner Admin to do that would help.
