Admin Approval for meshTenant Deletion on Custom Platforms

meshTenant deletion for custom platforms should have similar functionality to normal meshTenant deletion — specifically, requiring
admin approval prior to deletion
.Motivation
This is especially important when a custom platform has landing zones with
mandatory building blocks
, as these building blocks may require admin attention before the tenant can be safely removed.Without this approval gate, tenants on custom platforms could be deleted without proper review, potentially leaving orphaned resources or misconfigured building blocks unnoticed.
