meshStack currently supports quotas at the project level, but there is no equivalent quota management for individual tenants. Platform teams need the ability to define and enforce resource limits directly on tenants to prevent over-provisioning and ensure compliance with cloud resource policies.

Introduce tenant-level quota management in meshStack - similar to the existing project quota functionality - allowing operators and admins to define, view, and enforce quotas per meshTenant through the UI and/or API.
